Enhancing Internal Efficiency : Quality Management and Organizational Challenges in a Public Training Environment

This bachelor’s thesis explores how one of the Swedish Armed Forces’ functional schools can improve its internal organization to enhance efficiency and achieve long-term sustainable development. The study is based on three identified challenges: unclear division of responsibilities, excessive workload on key personnel, and the lack of a systematic quality management system. The study adopts an abductive case study design to address these issues, combining qualitative methods (observations, group interviews, and workshops) with quantitative survey data. The theoretical framework integrates Total Quality Management (TQM), systems theory, and change management to examine the interplay between organizational structure, leadership, and culture. The results indicate that vague responsibilities, fragmented coordination, and insufficient employee involvement hinder organizational efficiency. Survey data reveal that many employees lack defined mandates and opportunities to engage in improvement work. Analysis of workshop data (MoSCoW and SWOT) highlights concrete areas for development, while observations confirm that improvement initiatives often occur ad hoc manner, without systematic follow-up. Based on these findings, the thesis proposes a revised organizational structure and presents practical recommendations for implementing a systematic and participatory quality management system. The study concludes that sustainable improvement requires embedding quality work into everyday routines, where employees understand both the purpose of change and their role in realizing it. Strengthened quality systems, adaptive leadership, and more balanced work distribution are key to achieving a more effective and resilient organization.
