El Tamaño del Congreso Peruano y la Representación Parlamentaria: Rompiendo Mitos Impopulares Sobre la Necesidad de una Mayor Cantidad de Congresistas

This article aims to demonstrate that part of the underrepresentation issue in the current model of the Congress of the Republic of Peru is due to its size. By analyzing data from the latest General Elections, we review how citizen votes were translated into seats, revealing unequal representation. Using theories of comparative politics, we simulated how the distribution of seats would have changed if the size of Congress were aligned with the size of the Peruvian electorate. We argue that a larger number of representatives leads to results closer to the electorate's intent, while the current size fosters overrepresentation of some minorities and underrepresentation of broader electoral groups.

Abstract

This article aims to demonstrate that part of the underrepresentation issue in the current model of the Congress of the Republic of Peru is due to its size. By analyzing data from the latest General Elections, we review how citizen votes were translated into seats, revealing unequal representation. Using theories of comparative politics, we simulated how the distribution of seats would have changed if the size of Congress were aligned with the size of the Peruvian electorate. We argue that a larger number of representatives leads to results closer to the electorate's intent, while the current size fosters overrepresentation of some minorities and underrepresentation of broader electoral groups.
