Corruption is a risk to democracy, to the essence of law and justice. Corruption, at the local level, compromises citizens' credibility in the administrative act. In the local public administration, the idea of developing and implementing "good practice" guides has become topical, as they are necessary precisely to be able to stop the phenomenon of corruption, which certainly does not honor the image of public institutions and their employees, in front of the citizens.
