Участь України у міжнародній системі запобігання злочинності під час воєнного стану
The article examines the problematic issues of Ukraine’s participation in the international system of crime prevention in times of war. It is proved that the modern world faces challenges related to the internationalisation of crime, which makes it necessary to strengthen international cooperation in this area. In the context of martial law, this problem becomes even more urgent for Ukraine, as the risks of illegal arms and human trafficking, as well as the threat of terrorism and cybercrime, are increasing. In this regard, effective international cooperation is a key tool in ensuring national security. The war unleashed by Russia against Ukraine has significantly complicated the crime situation and increased a number of threats, including war crimes, illegal arms trafficking, cybercrime, smuggling, human trafficking, and terrorist financing. In such conditions, Ukraine’s international cooperation in the field of crime prevention has become critical. The article establishes that although Ukraine is actively involved in the international crime prevention system, there are a number of problems that hinder the effectiveness of such cooperation: insufficient adaptation of national legislation to international standards; problems in the exchange of information between law enforcement agencies of different countries; lack of a single mechanism of legal assistance in criminal cases. This problem requires a comprehensive approach, as international crime is a multidimensional phenomenon that includes cybercrime, terrorist financing, human trafficking, drug trafficking and other types of criminal activity. To fight it effectively, it is necessary to improve the mechanisms of international cooperation and coordination between state authorities. In this regard, the prospects for improving international cooperation include: active participation in the development of international standards for combating crime; strengthening integration with European security structures; and expanding bilateral agreements with partner countries on combating organised crime. The author analyses the legal framework governing such interaction, as well as key areas of cooperation with international organisations. Particular attention is paid to the issue of transnational crime and the need for a comprehensive approach to combating it.
