THEORETICAL PRINCIPLES OF PROBLEMATIC MATTERS OF PROFESSIONAL LIABILITY IN HEALTH MANAGEMENT
The concept of «liability» is revealed within the ethical and legal framework. The main features of liability are highlighted. The integral nature of liability is revealed as a personal trait manifested in conscious, initiative-driven, free, and independent behavior, serving as a mechanism for organizing human activity and determining the success of one’s endeavors. The liability of managerial leaders is studied, considering the specifics of managing people and organizing their purposeful collective activities. A general classification of liability types is provided, including legal liability, disciplinary liability, administrative liability, economic liability, material liability, ethical liability, political liability, and party liability. It is noted that the interpretation of the term «professional responsibility» in scholarly publications is ambiguous. It is predominantly understood as an individual’s awareness of the objective fact of belonging to a particular profession and, consequently, adherence to the goals and values of that profession. The structure of professional liability is examined, encompassing several levels: liability to the professional community, liability to subordinates, liability to society and the country, liability to colleagues, and liability to clients. It is recognized that the category of «liability» should not be considered separately from the categories of «duty» and «right». It is concluded that the development of professional liability is the main criterion for assessing the level of professional maturity of a representative in the field of public administration.
