Sensemaking of Integrity-basedTrust Through Adoption andImplementation of Generative AI inthe Public Vs. Private Sector : A Comparative Study

We investigate the implementation of Generative Artificial Intelligence, GenAI, in public and private organizations, focusing on how it influences integrity-based trust and sensemaking processes. We aim to explore the contrasting institutional logics that shape these sectors based on the comparative grounds we concluded. The private sector tends to emphasize innovation and competitive market strategies, while the public sector operates under the constraint of regulations and public service priorities.A qualitative methodology was applied in the study, incorporating a comparative design and cross-sectional framework. Both semi-structured interviews and questionnaires were conducted.Participants' statements and other empirical data revealed similarities and differences in trust and the perceptions of GenAI's role in the different sectors. The findings point out the importance of efficiency, transparency, ethical considerations, and human oversight related to different dimensions of trust while emphasizing challenges posed by GenAI.These insights contribute to understanding the interplay between institutional theory, sensemaking, and the integration of emerging technologies in organizational contexts.
