SCIENTIFIC AND RESEARCH COOPERATION BETWEEN UNIVERSITIES AND BUSINESS: OPTIMIZATION OF PARTNER SEARCH WAYS

Scientific, technical and innovative cooperation between universities and business is actualized by two circumstances: 1) the need to transform the domestic economy towards increasing its science-intensiveness and 2) the growing interest of higher education institutions in such cooperation due to the desire to receive additional funding, both through the fulfillment of research orders from corporations and through the formulaic calculation of budget allocations, which depend on the volume of scientific, technical and consulting services provided. There are various models of scientific and research cooperation between universities and business: open science and open innovation, the model of the national innovation system, the triple helix model, each of which proves the need for such collaboration. However, the practical aspect of building effective cooperation between universities and business in scientific, research and innovation activities is still poorly studied. Economically developed countries pay considerable attention to studying the issues of joint scientific research between universities and the business sector. The summary of the reports of sociological research of EU countries among the heads of universities and business structures in 2011-2012, 2016-2018, 2020-2021 made it possible to summarize both the reasons for the interest of universities and business in joint research and development and the obstacles to their effective cooperation. It was found that in Ukraine, research cooperation between higher education institutions and the business sector is not widespread, although it has great potential. The main barriers to such cooperation were identified, among which the problem of initiating research cooperation is highlighted. Teachers do not know how to find a partner for scientific and research cooperation. An algorithm for preparing a university for research partnership with business is proposed, which includes seven main stages, the procedure for their implementation and a set of measures for each stage. Using the proposed approach will help universities optimize the organization of joint R&D with business.
