Research on the impact of Transaction Cost Theory (TCT) and outsourcing in military procurement strategies remains limited. This qualitative thematic text analysis seeks to describe how small nations can increase cost effectiveness. Semi structured interviews were conducted with strategically selected experts possessing extended subject knowledge. The analysis resulted in five themes and revealed two key conclusions. First, NATO membership does not appear to significantly affect procurement strategies, instead, the proximity principle and entering alliances based on common operational planning are considered more crucial. Secondly analyse the need for flexibility to choose insourced procurement or outsourcing to external procurement organization. This study contributes to a description of the possibility to cost efficient procurement strategy by applying TCT and outsourcing theories while consider need of flexibility.
