Estado y burocracia: nacimiento y desarrollo de la administración pública municipal en Río Cuarto a fines del siglo XIX e inicios del XX
The configuration of state-level areas and departments has been explored by various authors, shedding light on the nature of state constitutions. In Río Cuarto, the 1886 reform of the provincial constitution of Córdoba granted the city a new level of political autonomy. This led to the establishment of a Deliberative Council for decision-making and an Executive Department headed by the mayor, forming a municipal bureaucratic framework. This article describes the development of municipal bureaucracy, analyzing budgetary acts and ordinances from the Deliberative Council. We argue that the proto-bureaucratic structure initiated in the late 19th century underwent modernization after 1900, defining future bureaucratic areas, organizational functions, and the qualified professionals needed for these roles.
