Análise da sustentabilidade nos processos de compras públicas do hospital universitário professor Alberto Antunes após sua vinculação à Rede Ebserh

This study analyzes the application of sustainability criteria in the public procurement processes of theProfessor Alberto Antunes University Hospital (HUPAA), which is affiliated with the Brazilian Hospital Services Company (EBSERH), following the implementation of full management in July 2021. Using a qualitative approach, 277 electronic bidding notices and terms of reference issued until November 2024 were examined through content analysis. The results indicate progress in the inclusion of environmental, economic, and social criteria, in compliance with legislation such as Decree No. 7.746/2012 and Law No.14.133/2021, but also highlight gaps in the consistent application of these criteria, particularly in a complex hospital setting. This study examines how the centralization promoted by EBSERH standardizes and enhances sustainable public policies, offeringrecommendations to improve public procurement practices and strengthen sustainable hospital management.
