Ajustes razonables para la Inclusión social y productiva de las personas con discapacidad en Colombia: Avances y desafíos en su implementación
Reasonable accommodations are adaptations that remove barriers to ensure equal access and participation for people with disabilities. They are supported by the UN (2006) and Law 1346 of 2009 at the international and national levels in Colombia, while Law 1618 of 2013 regulates their application in the labor sector. This study analyzed the implementation of reasonable accommodations in Colombia across the education, employment, health, and sports sectors, identifying advances, challenges, and opportunities for inclusion. Using a qualitative and interpretative approach, it applied triangulation to examine 84 research studies, 115 national regulations, and the perceptions of five experts. Document analysis, semi-structured interviews, and content analysis were used as data collection and analysis techniques. The results show that reasonable accommodations promote the inclusion of people with disabilities, but their implementation is limited by low local government management capacity. Communication, attitudinal, architectural, service access, and support personnel barriers persist. The need to strengthen community and family support networks is highlighted. Challenges include effective territorial management, education, training, and intersectoral partnerships with an intersectional approach. Despite progress and increased visibility, cultural barriers that stigmatize disability still persist.
