The article is devoted to the issues of administrative services provision to business entities. It is determined that administrative services in the field of entrepreneurship are a key tool for ensuring proper relations between the State and entrepreneurs. Given the challenges posed by the full-scale war and taking into account the European integration commitments, the author emphasizes the practical need to improve the system of administrative services in this area in order to stimulate entrepreneurship, attract investment, and improve the overall economic well-being of the State. In accordance with the purpose of the study, the article defines the concept of administrative services and outlines their types in the field of entrepreneurial activity. The author outlines the problematic aspects of their provision, in particular, those related to legal regulation, a certain level of bureaucratization, and digitalization of the said area. Considerable attention is paid to the issue of compliance of by-laws with the current legislation, in particular, on the example of obtaining a permit to open and operate a duty-free shop. The article analyzes the European experience of providing administrative services to businesses. In particular, using Italy as an example, the author highlights the main aspects related to implementing the “one-stop shops” system, and emphasizes its general advantages in terms of simplification of procedures and satisfaction of stakeholders with the relevant services. At the same time, the author emphasizes that the system has not been improved in Italy and in our country. Special attention is paid to the issue of introducing online procedures for the provision of administrative services in the field of business. It is noted that Ukraine is quite progressive in terms of e-governance and, in particular, digitalization of the administrative services system, which contributes to greater accessibility of the latter. The conclusion states that the analysis of the current legislation of Ukraine illustrated certain shortcomings in legal regulation, in particular, those related to the untimely harmonization of bylaws with the current legislation, which indicates the need to update the regulatory framework. The Italian experience in the provision of administrative services in this area indicates the possibility of borrowing relevant recommendations to simplify administrative procedures by harmonizing local acts and establishing cooperation between local and state bodies. The expansion of digital procedures in this area, in particular, taking into account EU best practices, is seen as promising in the provision of administrative services to entrepreneurs.
