Türkiye'de Köy ve Köylü Sorununa Kalkınma Planları'nın Yaklaşımı

Turkey is a semi-feudal country undergoing the process of transition to a modern, \nindustrialized society. In this process the most important and painful problems arise \nin rural areas. This transition must be accelerated and controlled by the Plan. For \nthe achievement of this task the present and future structure of the phenomenon under \nconsideration should be defined very clearly. Only in this way it is possible to unders tand these processes that will determine the transitional stage. This is a prerequisite \nfor the formulation of policies to be applied to this process of change. \nIn this respect the problem of rural areas has been dealt with in completely diffe rent ways in the two Plans. The author's opinion on the FFYP has been expressed some where else. In short, in the FFYP, although the phenomenon of struc tural change has been mentioned briefly, there is no reference either to the present \nnor to the future structure of the rural areas. Consequently the problem has been trea ted as one of "community development". This is a highly unrealistic and romantic \nway of analyzing the problem.
