The Professionalization of Complaince Officers : A Necessary Evil or a Force for Good
Abstract Background: In response to rising regulatory demands and financial crime, the role ofcompliance officers (COs) has expanded from administrative tasks to strategic governancefunctions. Now seen as key internal regulators, COs must apply professional judgment tobalance legal compliance, ethical considerations, and business goals, reflecting a broader trendtoward the professionalization of compliance in complex institutional environments. Purpose: The purpose of this thesis was to explore how COs in Swedish financial institutionsdevelop and exercise professional judgment while balancing regulatory compliance, businessobjectives, and ethical considerations. It explores how compliance culture influences theirjudgment and decision-making, using institutional theory and the theory of the profession tounderstand the structural and professional challenges COs encounter. Method: This study adopts a qualitative, interpretivist methodology to explore how COsnavigate complex professional responsibilities. Using an abductive approach and semistructured interviews, the research captures COs’ lived experiences. The chapter outlinesresearch philosophy, research design, data collection, and thematic analysis, and addressesissues of trustworthiness and ethics to ensure credibility, dependability, confirmability, andtransferability. Conclusion: COs in Swedish financial institutions are progressively assuming characteristicsof an emerging profession, marked by ethical responsibility and regulatory interpretation. Thefindings indicate that while professionalization is advancing it remains incomplete andstructurally underdeveloped due to limited institutional support and standardized educationalpathways.
