A participação democrática do conselho escolar no ambiente educativo

The objective of this work is to analyze the role and functionality of the School Council in the educational, democratic and participatory environment, from the perspective of the paradigms of education in the 21st century, in the sphere in which the school is inserted to exercise its activities as indicated by the concepts of Democratic and Participatory Management, where a Democratic State of Law is affirmed. Methodologically, this is a case study and used bibliographic research having as a method an exploratory behavior with a direct approach (questionnaire) and indirect (interview) suggested by Oliveira (2011). From this, the analysis was developed through a behavior of confrontation of data with the perspective of authors, legislation and conceptions about Education and School Councils. It was concluded that there are still factors, mistakes and conceptual gaps for the democratic and participatory management of the Education Councils and the School Council to be effective, identifying that priority segments have no social value, given the political and personal interference of municipal/state administrations, with the direct response being the lack of transparency to society and the community in which the school is inserted, thus creating constant and insoluble paradigms.
