La trayectoria de la gestión de riesgos hídricos en la ciudad de Santa Fe, Argentina, (1980-2020)
Throughout its history, the city of Santa Fe (Santa Fe-Argentina) has been threatened by rain and river hazards that cause flooding. Until a few decades ago, a naturalised interpretation of these phenomena predominated, which influenced the ways of managing flood risk. In this article, seven disaster risk scenarios that occurred between 1980 and 2020 were selected to analyse the development of regulations associated with water risk management. The trajectory of multi-jurisdictional risk management policies promoted around these events was reconstructed and these regulations were characterised in order to understand the predominant type of management in each of the scenarios. We conclude by highlighting the political productivity of disasters, especially the events of 2003 and 2007, for the implementation of forward-looking flood risk management policies
