Hacia una gestión colaborativa de residuos: oportunidades y desafíos del modelo Residuos Cero en municipios de la región capital de Veracruz

Urban solid waste (USW) management in municipalities of the capital region of Veracruz faces challenges such as population growth, infrastructure deficiencies and lack of comprehensive public policies. In this context, this article analyzes the challenges and opportunities of the Zero Waste Model for its regionalization, focusing on three axes: citizen participation, infrastructure and public policies. Based on a desk analysis, barriers and strategies applicable to the Veracruz context are identified. On the one hand, citizen participation is limited due to low awareness and lack of incentives to encourage collaboration. In addition, infrastructure is insufficient, with few collection centers and inefficient recycling systems. Moreover, public policies lack coordination between levels of government, reducing their impact on waste management. However, the analysis also highlights key opportunities, including public-private partnerships, educational campaigns and emerging regulatory frameworks that favor sustainable practices. In conclusion, this study underscores the need to strengthen inter-sectoral collaboration and proposes evidence-based strategies to improve MSW management in the region, providing a useful framework for designing sustainable programs and future research.
