“Governo Digital” e a “Nova Gestão Pública”: inserção da interface digital na prestação de serviços públicos e reflexões sobre o modelo de “administração eficiente” na eficácia ao acesso à informação pela aplicação da Lei nº 14.129, de 2021

This article sought to verify the impacts of “efficiency administration” proposed by the discipline of “New Public Management” and brought by Federal Act nº 14.129, 2021. Using the comparative exploratory deductive method, based on bibliographic research and analysis of the current legislation, as well as the national reality in published data, the valorization of this efficiency in Public Administration was analyzed and to what extent it is in fact effective in the right of access to information. The race to promote broad access to information and transparency in Public Administration, making efficiency an inescapable rule, can lead to the aggravation of functional obsolescence due to technicality and highlight regional inequalities and differences of the country. A critical analysis was carried out through reflections regarding the adoption of the “New Public Management” discipline without due observance of the particularities of national Public Administration, mainly considering personal, social and institutional blockages to its implementation, since low revenue federative entities, such as small Municipalities, investment in “Digital Government” will imply an overload of expenses that are still linked to primary expenses, making digital transformation a secondary plan and access to information impaired, meaning that the efficiency initially preached will not come to fruition. be achieved effectively.
