Diseño de una Oficina de Gerenciamiento de Proyectos, PMO, para una organización que gerencia proyectos públicos

For the development of this work a methodology divided in two sections was used, the first part is centered in a project management maturity diagnosis for an organization that executes engineering projects for the public and private sector. Once the diagnosis is made, the second part of the methodology consists in creating the design of a Project Management Office (PMO), which has the main objective in enhancing and growing the success in the projects. The chosen methodology implies the use of two measurement instruments, which are applied to the groups of value and are key for the organization. Along the findings of the present investigation, it was concluded that the project management inside the organization is poor, incipient, low on maturity and there are a lot of missing processes and good practices that are key to obtaining great results and successful projects. The PMO design reunites the project governance, high level functions, structure, responsibilities, balanced score card and control and processes table. From this result the design of the PMO is presented from the perspective of generating value for the project stakeholders.
