ЕКОНОМІЧНА СУТНІСТЬ МІЖНАРОДНОГО ТРАНСФЕРУ ТЕХНОЛОГІЙ В ФОРМУВАННІ ІННОВАЦІЙНО-КОМЕРЦІЙНОЇ СПРИЯТЛИВОСТІ ПРОМИСЛОВИХ ПІДПРИЄМСТВ

All the accumulated knowledge, abilities, skills, creative possibilities, actually included in the production of goods and services, and bringing income to their owner, will appear in the form of intellectual capital. The ability to work acquires the properties of intellectual capital when there is a fundamental, qualitative modification of the entire set of properties that constitute the quality of labor power, which makes its owner capable of creating a sustainable, excessive, additional product demanded by society, and, accordingly, excessive additional value, which becomes a sustainable source of additional income for capital. Reproduction of IPR is a dynamic process, the stages and structure of which are similar to the forms of capital movement of an enterprise, but have certain essential features. This process includes the stages of formation, use, restoration and development of IPR. Formation of IPR of the enterprise is carried out on the basis of their acquisition, on the one hand, and building up of own IPR through independent development and training, on the other hand. In the production process, IPR practically does not wear out and does not decrease. In addition, the process of their use under certain conditions may be accompanied by their increase and development. Therefore, the processes related to the production and consumption of knowledge are non-linear. And this is expressed in the fact that the transformation of a resource into a product in this case can be accompanied by an increase and improvement of the quality parameters of the resource itself. The owner of intellectual capital must receive income for it in the form of interest on his capital, and economic relations must be rent-seeking. Effective use of intellectual resources enables enterprises to gain additional competitive advantages and becomes a priority resource and factor of production, providing them with sustainable advantages in a certain market segment. All this becomes possible only with the presence of an effective and user-friendly mechanism for the commercialization of intellectual property (IP), the existing content of which in our country is still far from ideal and urgently needs its development and improvement.
