Türk Yapı Denetim Sisteminde Denetçinin Rolü ve Almanya’daki Uygulama ile Karşılaştırılması

Earthquakes are one of the most painful realities that we have experienced in our country by paying a heavy price. 95% of our population lives in earthquake zones, and 73% of them are located on active fault lines. In such a picture, the probability of everyone living in the country encountering a severe earthquake is quite high. In fact, the earthquakes in Erzincan, Gölcük, Düzce, Van, İzmir and the recent Kahramanmaraş are the greatest proof of this. Despite these earthquakes, the fact that we have suffered heavy losses every time shows that the structures were not built in accordance with the foreseen rules and standards. Therefore, the quality of the structures has been questioned after each earthquake and efforts have been made to minimize the damage that earthquakes will cause. For this purpose, the Building Inspection Law No. 4708, which came into force in 2001, was enacted. The purpose of this law is to ensure the safety of life and property, and to provide project and building inspection for the construction of quality structures in accordance with zoning plans, science, art and health rules and standards. Although the regulations made are valuable, the most important parameter for the success of the building inspection is the inspectors working in the building inspection organizations. In this study, the building inspection system applied in our country was examined. The role, duties and responsibilities of the inspector in the context of the building inspection legislation in force in Türkiye and Germany were determined and compared.
