Роль управління дотримання прав людини у формуванні безбар’єрного середовища в системі Національної поліції України

With the onset of the war, the role of the police in Ukraine has changed significantly. Due to the extraordinary conditions of war, the police are entrusted not only with their traditional functions of maintaining law and order but also with tasks that were previously exclusive to the security and defense sector. Police officers defend our country as part of special units on the front lines, ensure internal security in frontline and relatively peaceful areas, and document the consequences of war crimes. This leads to an increased workload and creates a need for new approaches to organizing work and mobilizing resources. After the war ends and rebuilding the country becomes a priority, police officers will be responsible for assisting in internal reforms, facilitating the normalization of the social situation, and restoring legality and law enforcement in regions affected by the hostilities. Police officers must be prepared to work with various social groups, including internally displaced persons, veterans, civilians who have experienced war trauma, and people with disabilities. Therefore, it is crucial to train police officers in specialized methods for working with individuals who have suffered violence, taking into account their psychological state and needs. The Human Rights Compliance Department (UDPL) must play a key role in developing and implementing new standards that will ensure human rights compliance within the police in the post-war period. It is necessary to initiate the development of new strategies and programs aimed at providing psychological support for law enforcement officers, preventing discrimination within the police, combating violence, and creating a barrier-free environment in law enforcement agencies. The article examines the role of the Department for Human Rights Compliance (UDPL) in creating a barrier-free environment within the National Police of Ukraine. It analyzes the key areas of the Department’s activities aimed at ensuring equal access to police services for all citizens, including persons with disabilities and other low-mobility groups. The mechanisms for implementing the principles of universal design and inclusion in the daily work of the police, as well as the regulatory and legal framework governing this issue, are reviewed. The conclusion is made that the Department for Human Rights Compliance is a crucial institutional element in the process of forming a barrier-free environment within the National Police system of Ukraine. UDPL is not only responsible for ensuring human rights compliance in police activities but also contributes to the development of an inclusive environment within law enforcement agencies. This includes adapting infrastructure for persons with disabilities, ensuring equal opportunities for all police officers regardless of gender or social status, and combating discrimination, violence, and all forms of human rights violations within the police. This requires the development of new internal control mechanisms, the creation of conditions for effective responses to such incidents, and the implementation of psychological support mechanisms.

Abstract

It is necessary to initiate the development of new strategies and programs aimed at providing psychological support for law enforcement officers, preventing discrimination within the police, combating violence, and creating a barrier-free environment in law enforcement agencies.
