Огляд транспортного засобу, знищеного або пошкодженого в результаті підпалу
The problems of investigating criminal offenses related to arson of motor vehicles owned by volunteers or used by servicemen of the Armed Forces of Ukraine are studied. It is noted that the main source of forensically significant information about arson is the crime scene, where the damaged or destroyed vehicle is located. Typical general and individual versions of the causes of a fire in which a vehicle was destroyed or damaged are formulated; the main tasks of inspecting the scene of a vehicle arson are outlined; tactical techniques for inspecting the scene at the static and dynamic stages are highlighted; signs of arson are identified. The tasks of inspecting the scene of a fire are to identify characteristic traces of burning, the source of ignition, the center of the fire, temperature effect, determine the boundaries and forms of fire development, the ways of its spread, and identify other physical evidence. Before the inspection, general and individual versions of the causes of the fire are put forward, including arson with the aim of obstructing the lawful activities of the Armed Forces of Ukraine and other military formations. At the general stage of the inspection of the scene, the transport is inspected and fixed with the surrounding environment. At the stage of the detailed inspection, an external gradual inspection of the entire body of the vehicle is first carried out, and then the interior, engine compartment, and trunk are examined. The final stage of the inspection includes verbal, photo, video recording of the inspection, removal of elements of the vehicle on which traces of arson remained. According to the results of the inspection, versions of the causes of the fire are specified. Traces of fire have been identified, which have characteristic signs of arson: on the surface of the body, windows, and wheels there are local areas of thermal damage (arson from outside the vehicle); broken glazing, the presence of foreign objects in the interior, burnout of the seats on the side of the broken glass (fire source in the vehicle interior), the presence of traces of flammable liquids or combustible substances on the parts of the vehicle; the presence of devices, cords, ropes soaked in gasoline, containers of flammable liquids and other objects adapted for arson near the burned vehicle.
