Невирішені проблеми та нові виклики використання кримінального аналізу оперативними підрозділами Національної поліції

The topic of ILP (Intelligence-Led Policing) has been actively developed by Ukrainian scientists in the last two decades. However, most studies mainly focus on aspects of institutional evolution, role, significance, advantages, theoretical and methodological foundations, algorithms and tools of criminal analysis. This article offers a systematic view of potential challenges and problems associated with the use of criminal analysis by operative units of the National Police. Based on a systematic study of the law, scientific sources and practical data, it is stated that in modern conditions criminal analysis is an “intellectual weapon” of operative units of the National Police in the field of combating crime. Six main groups of problems and challenges have been formed, which include: (1) regulatory (the need for unification of legislation, the introduction of a single terminology, regulation of interaction procedures, etc.); (2) institutional (departmental and internal peculiar isolation of criminal analysis units, distrust, risk of information leakage, latent competition for achieving goals, etc.); (3) praxeological (case-by-case thinking, isolated thinking of individual analysts, weak motivation and communication culture, weak leadership and understanding of opportunities, etc.); (4) technological (the need to develop and study complex algorithms and numerous information and analytical tools, as well as to acquire, verify and constantly update the competencies of working with big data; the need to protect data; the need to ensure access of criminal analysts to innovative tools and software, etc.); (5) educational (the need for high-quality training for personnel of criminal analysis units, operative and other units of the National Police involved in the tasks of combating crime and pre-trial investigation); (6) ethical (the need to counteract the facts of unauthorized use of data, information and analytical resources and tools by authorized agents; support for anti-corruption activities in police units, stimulation of integrity and formation of a high-quality ILP environment). Knowledge and understanding of these problems, risks and barriers will contribute to the search for effective solutions.
