Barriers and Opportunities of bioeconomy D2.1.

This document presents a comprehensive analysis of the barriers and opportunities in establishing cooperative and sustainable business models for bio-based chains in rural areas, as part of the BRILIAN project. Supported by the Circular Bio-based Europe Joint Undertaking and the European Union, the report explores the deployment of local bioeconomies using a detailed SWOT analysis to scrutinize the technical, political, and socio-economic landscapes across selected demonstration cases in 3 countries where the pilots are located: Italy, Spain, and Denmark. The study identifies several key barriers that can hinder the development of local bioeconomies. These include political and legal challenges due to regulatory complexities and unsuccessful legislative support, economic barriers stemming from high costs associated with waste treatment technologies and substantial initial investments, social barriers related to low consumer acceptance of products derived from agricultural waste, technological barriers due to the need for higher Technology Readiness Levels for transitioning from lab-scale to industrial applications, and environmental barriers that arise from regulations and sustainability concerns.Despite these challenges, the analysis also uncovers significant opportunities for growth and innovation. There is potential for breakthroughs in side streams/by-products/waste processing and product development thanks to advancements in biotechnology. The growing consumer awareness about sustainability bolsters the market for bio-based products, and European initiatives aimed at promoting the bioeconomy provide a conducive environment for development. The aim of the report would also help the replication of BRILIAN project's business models in the BIOEAST region, which presents unique challenges and opportunities, withthe BRILIAN project aiming to extend its innovative business models to foster local bio economies in this macro-region. Central and Eastern Europe, although providing bigbiomass valorization opportunities through its agricultural sector, is only now developing limited sustainable practices and is in need of technology transfer and knowhowfrom Western Europe. In this regard, BRILIAN can offer added value while seeking to engage local stakeholders through the establishment of an Advisory Board of Farmers(Task 2.4) and capacity-building programs (Task 7.4) to enhance understanding and skills related to sustainable bioeconomy practices among stakeholders in the BIOEAST region. Based on these findings, the report recommends enhancing technological integration across stakeholders to facilitate smoother transitions from development to commercial stages, strengthening policy frameworks to provide clearer and more supportive policies that address the needs of bio-based industries, and expanding market outreach through marketing strategies that emphasize the environmental benefits of bio-based products to enhance consumer acceptance. In conclusion, the BRILIAN project's exploration of bio-based cooperative business models reveals a complex landscape filled with challenges and opportunities. Strategicinterventions focusing on technological innovation, policy support, and market development are critical for overcoming barriers and capitalizing on the opportunitiespresented by the bioeconomy. This report serves as a foundational step towards understanding and navigating the complexities of deploying local bioeconomies in ruralsettings, contributing to sustainable and cooperative business practices in the agricultural sector, with a particular focus on extending these practices to the BIOEAST region.
