Greening Cities, Growing Value: How PEFC Trees Outside Forests Certification Transform Urban Forestry in the Netherlands
Urban forestry is vital for creating resilient, healthy, and sustainable urban environments. According to the FAO, decentralizing and empowering local communities in resource management can boost the conservation and sustainable use of Trees Outside Forests (TOF). This study examines the impact of implementing the Programme for the Endorsement of Forest Certification (PEFC) standard for TOF in urban environments, focusing on the Netherlands as a case study. PEFC TOF standards have recently been endorsed in Portugal, the UK, and India, with ongoing developments in Italy, France, Bulgaria, Indonesia, and Thailand. In each of these countries, diverse working groups adapt the PEFC benchmark requirements to local contexts, reflecting unique environmental, social, and economic conditions. Third-party certification provides independent verification of sustainable practices, enhancing credibility and fostering public trust in municipal operations. The Dutch implementation of PEFC TOF certification demonstrates its potential to create new market opportunities, particularly in sustainability-focused sectors. Italy's emphasis on Green Public Procurement compliance for contracts and ecosystem services in urban green spaces presents significant investment prospects. Key standard requirements include maintaining tree cover and diversity by adopting sustainable management practices, active stakeholder engagement, and safeguards for workers and trees during construction activities. Collectively, such elements ensure that urban forestry practices contribute to environmental sustainability, social well-being, and economic viability. This study demonstrates the significant benefits and potential of PEFC TOF certification, urging cities worldwide to embrace these standards to safeguard a greener, healthier future. By adopting PEFC TOF certification, municipalities can pioneer sustainable urban forestry, aligning with global best practices and raising the bar for others to follow.
