A Tri-Method Approach to Linking Humanitarian and Development Initiatives in Agriculture: A Meta-Regression Analysis

Abstract: This study explores the interrelationship between humanitarian initiatives and agricultural development policies, focusing on mitigating production risks and preventing poverty traps in the agrarian community. By examining the Pradhan Mantri Fasal Bima Yojana (PMFBY) as a case study, the research highlights how public policies function as humanitarian systems, providing crucial financial aid to farmers facing income loss. Using a tri-method approach, including PSALSAR framework synthesis, meta-regression analysis, and case study, the study finds that policy-based insurance schemes function as Humanitarian system for indemnifying the farmer’s income. Recommendations for enhancing equity and resilience in future agricultural policies are also proposed in line with Vision Viksit Bharat 2047. Keywords: Humanitarian System, Production Risk, Public Policy JEL Classification Number: Q14, I38, D81, H84
