From Freeze to Function A Civilian Activation Protocol to Improve Emergency Outcomes and Support the Sendai Framework
This white paper introduces the Frozen Civilian Activation Protocol (FCAP(tm)), a rigorously modeled, field-validated methodology for reducing mortality and improving crowd behavior in disasters by accounting for the freeze response in civilian populations. Drawing from behavioral psychology, disaster response studies, and simulation modeling (including the Cascadia Subduction Zone), FCAP provides a mathematically grounded, empirically validated framework for modeling and mitigating the effects of cognitive immobility in acute crises. The work aligns with the Sendai Framework for Disaster Risk Reduction and is designed for integration into HAZUS, NetLogo, GIS-based evacuation tools, and tactical training programs.
