Financial Analysis of the Water Services Department of Kalyan-Dombivli Municipal Corporation

Abstract: Water supply is a crucial public service managed by municipal corporations to meet the growing demands of urban populations. The Kalyan-Dombivli Municipal Corporation (KDMC) plays a significant role in ensuring the availability of clean and adequate water for residents, industries, healthcare facilities, and educational institutions. However, with rapid urbanization and increasing water consumption, the financial sustainability of the Water Services Department has become a critical concern. This study examines the financial performance of KDMC’s Water Services Department over the past five years, focusing on revenue generation, expenditure management, and financial efficiency. Municipal corporations in India rely on tax and non-tax revenues, as well as grants and shared state taxes, to fund essential services. However, limited financial resources often hinder their ability to maintain service quality. Through an in-depth financial analysis, this study aims to evaluate the department’s income sources, expenditure patterns, and overall fiscal health. The findings highlight key challenges, such as revenue deficits and inefficiencies in financial management, while also suggesting measures to improve financial sustainability. Strengthening revenue collection mechanisms and optimizing expenditure are crucial for enhancing the efficiency of water services in KDMC
