D.1.1.1 Climate change impact analysis reports. Climate_CRICES project
The Climate_CRICES project supports Central European regions in developing harmonized strategies to manage climate change impacts. Deliverable D.1.1.1 analyzes 17 adaptation policies across Italy, Austria, Germany, Hungary, Poland, Croatia, and the Czech Republic. Using a shared methodology, the report compares climate risks (heat and drought, flooding, impact on biodiversity), indicators1, governance models, and implementation tools. The analysis highlights a growing alignment with EU frameworks (e.g., EU Adaptation Strategy, Green Deal) and the widespread adoption of nature-based solutions. However, important gaps remain. Only one of the 26 assessed climate risks (heat-related health risks) is fully addressed across all policies. Biodiversity-related impacts, such as phenological shifts or habitat loss, are acknowledged but rarely met with concrete actions or indicators. Several regional plans—especially in Hungary, parts of Poland, and Piedmont—lack operational depth, relying on strategic declarations without robust monitoring systems.Best practices include Austria’s participatory monitoring and Veneto’s integration of 48 sector-specific indicators. Still, many regions face challenges due to limited data, institutional fragmentation, or missing stakeholder engagement. Lessons stress the need for stronger biodiversity integration, standardized indicators, and clearer responsibilities. This deliverable lays the foundation for cross-regional learning and supports more coherent, measurable, and effective adaptation efforts across Central Europe.
