ENFORCING LEGAL ACCOUNTABILITY IN CLIMATE AND GREEN COVER GOVERNANCE: A JURISPRUDENTIAL FRAMEWORK FOR REGULATING SYNTHETIC SATELLITE DATASETS AND AI-DRIVEN REMOTE SENSING IN THE AGE OF TRANSNATIONAL GREENWASHING AND CROSS-BORDER ECOLOGICAL RISK

The global transition to data-driven environmental governance is increasingly shaped by artificial intelligence (AI), synthetic satellite datasets, and transnational green finance. Yet, the rise of algorithmic ecology monitoring and private ESG compliance has raised urgent questions about legal accountability, jurisdiction, and the weaponization of remote sensing technologies for greenwashing. This paper proposes a jurisprudential framework to regulate AI-enabled satellite systems and ecological data infrastructures. By analyzing current cross-border risks and highlighting jurisprudential gaps, we argue for the establishment of legally enforceable norms to ensure transparency, equity, and justice in climate and biodiversity monitoring regimes.
