Open Governance and Cooperation for Resilient Open Environments
Considering the current fragmented ecosystem in terms of policy and infrastructure in Open Education and OER, this presentation proposes actionable strategies to align global digital advancements with responsible, collaborative, ethical and inclusive principles. It promotes the need for robust governance models that support ethical data-driven policy decisions, foster sustainable OER models, and adopt green computing practices. Drawing on best practices from open science, open data, and open government, the framework envisions shaping OER as Digital Public Goods (DPG) while promoting open governance models to safeguard user privacy and prevent copyright violations. A key focus is on advancing responsible AI and data governance frameworks to protect the privacy and security of students and educators and to prioritise public interest over profit in digital developments, advocating for co-creating and establishing a roadmap for international digital cooperation, to address inequalities, uphold international law, and protect human rights.
