The Role of Sovereign Wealth Funds in Global Economic Stability

Sovereign Wealth Funds (SWFs) have emerged as crucial instruments in maintaining global economic stability by mitigating financial volatility, diversifying national wealth, and supporting long-term development strategies. These state-owned investment funds serve as buffers during economic downturns and provide liquidity for strategic infrastructure projects, technological advancements, and financial market stabilization. Turkey’s Türkiye Varlık Fonu (Turkey Wealth Fund, TWF), established in 2016, plays a significant role in managing national assets to promote economic resilience and sustainable growth. This paper examines the role of SWFs in fostering global economic stability, with a particular focus on Turkey’s TWF. It explores how the fund contributes to Turkey’s economic framework, assessing its effectiveness in stabilizing financial markets, supporting key industries, and reducing external vulnerabilities. The study also compares TWF’s strategies with leading SWFs such as Norway’s Government Pension Fund Global (GPFG), the Abu Dhabi Investment Authority (ADIA), and China Investment Corporation (CIC) to highlight key similarities and differences in investment approaches, governance structures, and transparency standards. While TWF has played a stabilizing role in Turkey’s economy by strengthening the banking sector and investing in large-scale infrastructure, it faces several challenges, including governance concerns, limited global diversification, and political influence over investment decisions. By examining these strengths and weaknesses, this research highlights opportunities for TWF to enhance its effectiveness, such as adopting global best practices in governance, expanding international investments, and aligning with sustainable investment trends. The findings of this paper emphasize the broader implications of SWFs in emerging economies, demonstrating how strategic management of sovereign assets can contribute to both national and global financial stability. As Turkey navigates economic uncertainties and geopolitical risks, the evolution of TWF will be instrumental in determining its role as a stabilizing force in global financial markets. This study concludes with recommendations for improving TWF’s long-term impact, ensuring that it serves as a resilient economic tool while aligning with international financial standards.
