METHODOLOGY TO ESTIMATE THE COSTS OF SHIP AND OFFSHORE STRUCTURE DISMANTLING IN SHIPYARDS IN BRAZIL
The ship dismantling and offshore structures industry plays a significant role in the economic landscape of various countries. The aging of vessels and the growing need for decommissioning offshore structures have made recycling increasingly relevant. The primary objective of this study was to propose a Cost Management Methodology for Dismantling Shipyards in Brazil (MGCEDesmant-BR), aimed at estimating the costs required to adapt shipyards for these activities within the Brazilian context. A systematic literature review was conducted using the PRISMA protocol and supplemented by qualitative meta-analysis. The results highlighted significant gaps in the literature, particularly regarding the costs of adapting shipyards in Brazil, a country facing limited infrastructure and regulatory challenges. The MGCEDesmant-BR was developed to address these gaps, structuring 8 stages focused on cost estimation and necessary adaptations, organized into four main categories: infrastructure, equipment acquisition, training and capacity building, and environmental and legal compliance. The application of the methodology identified the main economic and operational challenges faced by Brazilian shipyards. It is concluded that the MGCEDesmant-BR provides a practical and detailed approach, enabling shipyards to align with international best practices while addressing the specific challenges of the national context. The proposed methodology offers valuable contributions to the economic feasibility and sustainability of the dismantling sector in Brazil
