INFORMATION AND COMMUNICATION TECHNOLOGY (ICT) ACCEPTANCE IN EDUCATIONAL MANAGEMENT AT ADMINISTRATION POLICE TRAINING COLLEGE IN EMBAKASI, KENYA

ABSTRACT The integration of Information and Communication Technology (ICT) in educational management enhances administrative efficiency, instructional delivery, and learning experiences. In law enforcement training, ICT adoption can modernize teaching and improve skill development. However, successful integration requires adequate resources, institutional support, and staff competence to effectively implement ICT-driven educational management practices. Despite the growing importance of ICT in education, its adoption in educational management at the Administration Police Training College (APTC) remains low. Limited ICT infrastructure, inadequate formal training, poor attitudes, and insufficient policy frameworks hinder effective implementation, affecting instructional efficiency, administrative processes, and overall educational management at the institution. This study aimed to examine the integration of ICT in educational management at APTC. Specifically, it investigated the availability and utilization of ICT resources, assesses the effect of ICT policies, and evaluates the factors influencing ICT adoption. A mixed-methods approach was adopted, combining qualitative and quantitative data collection. The study targeted all eight training faculties at APTC, with a sample of 125 staff members selected through purposive and random sampling. Data were collected using questionnaires, key informant interviews, and observation schedules and analyzed using SPSS for quantitative insights. Findings revealed that ICT acceptance and utilization in educational management at APTC are low. Key challenges include inadequate ICT skills, lack of formal training, poor attitudes toward technology, and insufficient integration in teaching and learning. Limited infrastructure and weak institutional policies further hinder effective ICT adoption in the college’s management practices. Although instructors frequently use ICT in teaching, its application in educational management remains minimal. Most staff have not incorporated computer-based technologies into student learning and administrative processes. Without structured policies, sufficient training, and better infrastructure, ICT’s potential in enhancing law enforcement education remains largely untapped at APTC. ICT training should be integrated into the curriculum for all trainees. Instructors should undergo formal ICT training to enhance their digital competencies. APTC should collaborate with experts to develop ICT policies and expand e-learning opportunities for serving officers. Investments in infrastructure, internet connectivity, and digital learning platforms are essential for sustainable adoption.
