TRADITIONAL LIVESTOCK BREEDING IN THE ARCTIC AND NORTHERN REGIONS OF YAKUTIA IN THE YEARS OF THE 12TH FIVE-YEAR PLAN (1986-1990): DYNAMICS OF LOCAL QUALITATIVE INDICATORS OF DEVELOPMENT
The study of the state agrarian policy in relation to the traditional economy of the indigenous peoples of the Arctic and the North in the last decade of late socialism on the example of Yakutia allows us to study in more detail the local production and organizational indicators of the development of Arctic and northern farms in the last two five-year plans of the country (11 - 1981-1985, 12 - 1986-1990). As can be seen from the sources, summarizing the results of the 12th Five-Year Plan in 1990 took place already in the conditions of farms' transition to market relations and the last year under study, 1991, already outlined the directions of farms' local activities with all the problems arising for the transition time. In terms of production and organization, the years of the 12th Five-Year Plan were ambiguous in their results. In terms of implementation of managerial decisions into economic life, their real results can be reflected in the characteristic of the fulfillment of production plans of the studied districts and their individual state farms. In the archival documents and in the field materials of the author there are local, but significant for that period data, the analysis of which gives quite a concrete idea of how things were in the state farms of the studied Arctic and northern uluses in terms of qualitative indicators of production in traditional animal husbandry. At the same time, there are in some indicators comparative data with the previous five-year period 1981-1985. Thus, we can say that locally qualitative indicators of traditional animal husbandry of farms of the studied areas have been analyzed throughout the last decade of socialism.
