The Politics Behind the Consejo Nacional de Fomento Educativo (CONAFE): A Theoretical Analysis

For her human rights capstone, Lizbeth Hernandez Rios participated in the course EDUC 306D: “Global Social Change, Sustainable Development, and Education” and wrote a paper that examined the political, economic, and ideological forces behind the creation and evolution of Mexico’s Consejo Nacional de Fomento Educativo (CONAFE), a state-run program designed to expand educational access in rural and marginalized communities. Through the application of six major theories of the state, the paper argues that CONAFE served both as a compensatory educational initiative and as a mechanism of political control and social reproduction. Drawing on empirical evidence and program evaluations, Hernandez Rios highlights the tension between expanded access and persistent quality gaps, showing how CONAFE reflects broader patterns of global education reform shaped by austerity, legitimacy, and embedded autonomy. Abstract
