This paper proposes that the mathematical constant π, traditionally understood as the ratio of a circle's circumference to its diameter, is not a true spatial constant but rather a manifestation of infinite recursion resulting from the limitations of two-dimensional (2D) representation. Within the frameworks of Dimensional Emergence of Potential Infinity & Quantum States (DEPIQS) and Fractal Universe Theory (FUT), we present a new interpretation of π as a 2D spiral constant—an infinite value not because of irrationality but because of dimensional compression. We then introduce a 3D reformulation of the circumference-radius relationship using manifestation-scaled spirals, resolving π's infinite nature by transitioning from potential (2D) to kinetic (3D) geometry.
