LEARNINGS OF CULTURAL RENEWAL FOR QUALITY AND STRATEGIC SHUTDOWN: A CASE OF A MULTINATIONAL PHARMACEUTICAL PLANT IN SRI LANKA

Research Project Title: Cultural Transformation and Responsible Change Management: A Case Study of Total Quality Implementation and Strategic Shutdown at a Multinational Pharmaceutical Plant in Sri Lanka Purpose of the Research: This research investigates the dual journey of quality transformation and strategic closure undertaken by a leading multinational pharmaceutical company—referred to as HSY Lanka Ltd—operating in Sri Lanka. The central aim is to explore how Total Quality Management (TQM) tools, particularly 5S, Kaizen, and Lean practices, were effectively embedded into the organizational culture, and how these cultural shifts enabled the company to manage a complex, high-stakes plant shutdown with integrity, efficiency, and employee trust. This study is guided by the following key objectives: To examine the implementation process of TQM tools in a unionized manufacturing context and their impact on operational performance and workplace culture. To assess the role of leadership in driving cultural change and sustaining quality improvement initiatives. To analyze the strategic decision-making and communication approach during the plant shutdown in alignment with global restructuring priorities. To evaluate how transparency, employee engagement, and trust influenced the outcome of a potentially disruptive organizational transformation. To document best practices in managing culturally sensitive organizational transitions that balance business needs and employee welfare. Methodology: This project uses a qualitative case study approach informed by organizational change theories and quality management frameworks. Data is drawn from narrative accounts, management reflections, and TQM performance indicators discussed in the case. Key analytical frameworks applied include: Lewin’s Change Model (Unfreeze–Change–Refreeze) Kotter’s 8-Step Change Process Total Quality Management (TQM) Principles Cultural Transformation Theory The research emphasizes contextual and human-centered analysis, drawing on the unique sociocultural dynamics of Sri Lanka and the pharmaceutical manufacturing sector. Expected Outcomes: Blueprint for Quality Culture Integration: A step-by-step model outlining how TQM tools (e.g., 5S, Kaizen, Kanban) can be translated into sustainable workplace habits through team alignment, internal competition, and leadership-driven culture shifts. Leadership Best Practices in Crisis: Evidence of how empathetic and transparent leadership enabled the organization to avoid conflict, maintain operational excellence, and preserve employee morale during a major downsizing event. Strategic Communication Insights: Key lessons on how early, honest, and respectful communication with employees can reshape perceptions of corporate restructuring and prevent resistance or industrial unrest. Cultural and Operational Legacy: A record of how a short-term operational facility left behind a long-term cultural footprint of discipline, ownership, and goodwill among employees—serving as a model for socially responsible shutdowns. Policy and Industry Recommendations: Actionable guidance for multinational firms, HR leaders, and policymakers on balancing global strategic alignment with local employee-centric approaches during major transformations. Contribution to Knowledge: This research contributes to the fields of change management, quality assurance, corporate ethics, and cross-cultural organizational behavior. It highlights how cultural renewal and quality systems are not merely technical solutions, but powerful tools for human-centered resilience and sustainability in business transitions. It also introduces a rare case of a non-adversarial plant closure, offering replicable practices for other firms facing similar strategic realignments.
