Impact Analysis of The One, Big, Beautiful Bill (OBBB) on Hydrogen Production Pathways in Texas

This report evaluates the techno-economic impact of federal policy shifts, specifically the OBBB legislation and potential IRA credit repeals, on hydrogen production in Texas. By analyzing 18 representative hydrogen plants and modeling three policy scenarios (Full IRA, OBBB, and Extreme Repeal), the study quantifies changes in tax credit eligibility and Levelized Cost of Hydrogen (LCOH) across green and blue hydrogen technologies. Key findings highlight the critical role of policy stability in maintaining hydrogen affordability and project viability.
