Implementation of Value Based Health Care in UAE
Healthcare systems worldwide are undergoing profound transformations, driven by the quest for improved patient outcomes, cost efficiency, and sustainable solutions. In this context, value-based care has emerged as a pivotal model that prioritizes delivering high-value healthcare by aligning medical practices with patient-centric outcomes. The United Arab Emirates (UAE) and other Gulf Cooperation Council (GCC) countries, known for their commitment to innovation and quality, are increasingly embracing value-based care principles to address the evolving demands of their healthcare sectors.Driven by ambitious goals such as Vision 2021 in the UAE and Saudi Vision 2030, these nations aim to position themselves as leaders in healthcare innovation. However, challenges such as the growing prevalence of chronic diseases, aging populations, and increasing healthcare expenditures necessitate a shift towards more sustainable and outcome-focused models. The transition to value-based care in the UAE and GCC countries is influenced by several key factors including rising burden of chronic diseases, increased healthcare expenditures due to introduction of novel and innovative treatments, technological advancements and patient-centric goals to provide world-class healthcare services.During this transition, the Dubai Health Authority (DHA) advanced its efforts by launching the Eajdah program, shifting from a volume-based care model to a value-based healthcare system with an emphasis on enhancing clinical outcomes. Enhancing patients’ experiences and optimizing healthcare expenditure. This program was launched in June 2022 under the supervision of DHA’s entity, Dubai Health Insurance Authority which regulates the health insurance sector in Dubai. Ejadah program is built on a robust framework of Key Performance Indicators (KPIs) designed to monitor and evaluate healthcare activities across Dubai. These KPIs cover various aspects, including clinical outcomes, operational efficiency, patient safety, patient experience, and financial metrics. By developing and implementing these KPIs, the program aims to support healthcare professionals and systems in adopting guideline-based practices that optimize outcomes and reduce expenditure. The scoping review uncovered significant gaps related to implementation of Value-based health care considering the existing health set up of UAE. Despite its promise and availability of robust e-claim environment with strong infrastructure, the implementation of Value-based health care in the UAE faces several challenges:· Data Integration: Effective value-based care requires comprehensive data collection and analysis. Achieving complete set of information from healthcare facilities with seamless interoperability between systems remains a challenge.· Healthcare Professionals & Providers Alignment: Transitioning to value-based models necessitates changes in healthcare professionals and providers mindset and practices, which still faces resistance.· Cultural Adaptations: Promoting preventive care and lifestyle changes requires cultural sensitivity and community engagement. This scoping review identifies, compares and summaries the findings on VBHC implementation across healthcare stakeholders worldwide, focusing on key elements and outcomes which may support the continuation of Ejadah program in UAE.The scoping review recommended to UAE policymakers standardize outcome measurements, provide ongoing training, establish unified medical guidelines, offer financial incentives, and enhance data transparency to support effective VBHC implementation. Despite its potential to improve healthcare efficiency and quality, aligning financial and operational systems with VBHC remains a challenge.
