The Contribution of SMEs to the Algerian Economy: Analysis of Added Value by Sectors and Legal Categories

This study explores the pivotal role of small and medium-sized enterprises (SMEs) in Algeria's economic development, focusing on growth trends, sectoral contributions, and the efficacy of policy frameworks over the period 2012 to 2022. Specifically, it assesses SME performance in agriculture and public works sectors, employing both qualitative and quantitative methodologies using official data sources. The research investigates the impact of government policies, the classification system for SMEs, and the presence of regional and sectoral imbalances.Findings demonstrate substantial growth in Algeria's SME sector, with enterprise numbers nearly doubling over the decade. However, persistent regional disparities and the dominance of micro-enterprises challenge efforts toward inclusive development. While the existing SME classification system adheres to international norms, it insufficiently addresses structural imbalances across regions and sectors. The study makes several contributions to the literature by highlighting Algeria-specific dynamics and offering comparative insights into global trends. Policy implications include the need for reforms targeting geographic and sectoral imbalances, improving institutional support for emerging sectors, and strengthening financial mechanisms tailored to SME growth. The study underscores the importance of diversifying economic activities through strategic sectoral investments and fostering regional equity to bolster balanced economic growth and resilience against external shocks. These insights provide a valuable framework for policymakers seeking to harness the full potential of SMEs as catalysts for Algeria’s economic transformation.
