Abstract

Artificial Intelligence (AI) is rapidly becoming the defining technology of the 21st century. Its influence is being felt
across every sector—economics, healthcare, governance, warfare, education, and communication. While its potential
benefits are vast, ranging from eradicating disease to solving climate change, the dangers it poses if left unregulated
are equally profound. From algorithmic discrimination and mass surveillance to autonomous weapons and digital
misinformation, AI hasthe capacity to threaten social cohesion, individual freedoms, and even global peace.
This paper argues that the time for reactive, fragmented AI regulation is over. What is urgently needed is a clear,
enforceable, and globally coordinated framework of "ideal regulations"—rules that balance innovation with ethical
responsibility and prioritize human well-being above commercial or strategic advantage. These regulations should not
only mitigate risk but actively guide AI toward being a force for peace, justice, and shared prosperity. This paper laysthe
foundational principles for such a framework and initiates a longer-term academic and policy-oriented series titled
Ideal Regulations of AI. Through this series, we aim to contribute to a global dialogue about how humanity should
govern the most powerful tool it has ever create
