Distance Education Comparative Study between Iran and France

The main objective of the present research is to examine the legal framework governing distance education institutions in two countries: Iran and France. In this regard, and to achieve the stated main objective, two fundamental questions have been formulated. In the research study, a library research method has been employed. Accordingly, after studying the methods of distance education and the institutions providing this type of education in Iran, the regulations and laws governing these institutions were analyzed and examined. Additionally, in the context of applied research, the distance education system and the legal framework governing it were investigated. The results of this research indicate that Iran, as a developing country, is among those countries that, by providing the necessary technological infrastructure and networks, have facilitated the use of this learning method to a significant extent, and this process is expanding and progressing day by day in the country. However, it seems that given that electronic learning has not been around for more than a few years and considering the novelty of this educational method in the country, the legal and regulatory issues surrounding it have not yet been adequately addressed. With appropriate reforms, it is possible to create the necessary groundwork for the expansion of electronic learning in the country.France is one of the countries that has made significant advancements in the field of electronic learning and has relevant experience in this area. It can provide suitable models for designing and formulating laws and regulations related to electronic learning and online education.
