Electric Vehicles as a Flexibility Resource in the European Union: An Analysis in the Context of Electricity Market Directive 2019/944

Abstract: The European Union's ambitious energy transition necessitates a highly flexible electricity system to accommodate the increasing share of variable renewable energy sources. Electric vehicles (EVs), with their substantial battery storage capacity, present a significant opportunity to provide this flexibility. This article analyzes the potential of EVs as a flexibility resource within the framework of the EU's Electricity Market Directive 2019/944. It explores the technical and economic aspects of EV integration, including smart charging and vehicle to-grid (V2G) technologies, and examines how the directive enables and impacts their utilization. The analysis highlights the challenges and opportunities associated with integrating EVs into the grid, including infrastructure upgrades, regulatory barriers, and market design limitations. Case studies and modeling efforts across EU member states are reviewed to illustrate the current state and potential of EV flexibility implementation. Finally, policy recommendations are proposed to enhance the role of EVs as a crucial flexibility resource in the EU's evolving electricity market, emphasizing the need for targeted regulations, economic incentives, and standardized technical protocols to fully unlock their potential.
