D4.3 High level report for adoption measures (policy makers manual)

This deliverable synthesises evidence from four capacity-building workshops held in Greece, Ukraine, Türkiye and Bulgaria to diagnose systemic barriers facing innovation intermediaries. Using the Value Creation Model, it distils stakeholder insights into five actionable policy recommendations—diversifying and simplifying early-stage finance, streamlining support structures, strengthening talent networks, building intermediary capacity and aligning national actions with EU frameworks. The manual serves as a practical guide for public authorities seeking to create more resilient, connected and entrepreneur-friendly ecosystems across Europe.
