Budgeting and Workforce Planning for Effective Service Delivery in Anambra State Civil Service (2017-2023)

The work focused on Budgeting and Workforce Planning for Effective Service Delivery in Anambra State Civil Service from 2017-2023. The research was motivated by the inconsistency in budgeting as part of the management control mechanism in maximizing service delivery in the organization and the negligence on the side of workforce planning, in ensuring that the correct number of personnel and the needed skill sets are allocated in the utilization of the organizational scarce resources. Data was collected using primary and secondary sources. The primary data was collected using the Likert scale questionnaire, while the secondary data was sourced from documents such as textbooks, journals, and the Internet. The data collected were presented and analyzed using qualitative descriptive analysis, while the hypotheses were tested using Analysis of Variance (ANOVA). Findings showed that Budgeting and Workforce Planning are relevant for the actualization of service delivery and sustainable development within the Civil Service of Anambra State. However, based on the findings, four key recommendations were made; stressing the need to prioritize human capital development and planning to make sure that the correct number of personnel and skill sets are accountable for the utilization of the scarce resources within the organization and that public fund are appropriately budgeted.
