Technological Advancement and Public Administration: Challenges Faced by the Myanma Port Authority
This thesis explores the challenges faced by the Myanma Port Authority (MPA) in integrating technological advancements within the framework of public administration. In the context of global digital transformation, Myanmar’s port system remains constrained by outdated infrastructure, limited digital tools, insufficient staff training, and slow regulatory adaptation. The study employs a quantitative research design, using structured survey questionnaires distributed among MPA staff across various departments to assess the current level of digital adoption, employee readiness, training sufficiency, and perceptions of regulatory frameworks. The findings reveal that although MPA employees display a high willingness to adopt digital systems, the organization still heavily relies on manual procedures, lacks competitive digital infrastructure compared to regional peers, and suffers from inadequate and outdated training programs. Furthermore, the Myanma Port Authority Law (1954) remains a significant legal barrier to technological modernization, as it is outdated and misaligned with international port standards. The study concludes that successful digital transformation within the MPA requires strategic investments in modern infrastructure, regulatory reforms, improved cybersecurity protocols, and comprehensive capacity-building programs. The thesis offers practical recommendations to enhance the efficiency, competitiveness, and sustainability of Myanmar’s port operations in alignment with international best practices.
