DECIPHER PCP: D2.2 Phase 1: Specification complete & ITT notice

The DECIPHER (Distributed European Community Individual Patient Healthcare Electronic Record) Project will run as a joint PCP competition. The Pre-Commercial Procurement competition will be open, fair and transparent. The competitions will be announced at the Official Journal of the European Union and will be fully compliant with all Competition Law and Treaty obligations. The PCP competitive process will be conducted in four phases: Phase 0: Initial Selection; Phase 1: Solution Design Selection; Phase 2: Prototype development Selection; Phase 3: Proof of Concept.
