Classification of Disabilities and the Disability Identification Process: Foundational Data for Designing a Moral Community
In the Buddhajaksa Moral Community Project, one of the core missions is to reach and care for persons with disabilities in remote rural areas especially those without national ID cards, household registration, or any form of state-recognized rights. The issuance of the disability identification card serves as both a legal instrument and a moral mechanism, restoring dignity to some of the most vulnerable individuals in society. A correct understanding of disability classifications is essential for long-term planning, support, and improving quality of life. This article outlines the legal framework and practical procedures for classifying disabilities and issuing disability cards, highlighting their role as the foundation for inclusive community design and equitable access to social welfare.
